Scope and governing sources

This module covers advertising and promotions by licensed land-based casino operators in Singapore. It does not authorize advertising for unlawful remote gambling or another gambling product.

The consolidated Advertising Regulations were current as of July 2026 and include amendments commencing on 7 and 15 July 2026. Recheck the official version before each campaign.

Prior approval is the default

Regulation 3 prohibits a casino operator from carrying out advertising or promotion without prior approval. Treat approval as a release gate, not a retrospective filing.

The submission and production record should preserve:

  • the exact approved creative and copy;
  • every format, size, language, channel, audience, placement, and flight date;
  • the approval reference and any conditions;
  • the owner responsible for stopping or replacing the campaign; and
  • evidence that the published version matches the approved version.

Material copy, design, offer, audience, channel, or placement changes should return to compliance for a determination on reapproval.

Limited advertisements

Regulation 4 permits limited advertising in specified circumstances, including certain transport gateways and designated tourist sites. The applicable categories include Changi Airport, Marina Bay Cruise Centre Singapore, the International Passenger Terminal, and sites designated under the Regulations.

A limited advertisement must stay within the regulatory test. It should be:

  • factual, accurate, and capable of substantiation;
  • not false or misleading;
  • free of information about casino games or the amount or frequency of winnings; and
  • free of an invitation or inducement to visit a casino or participate in gaming.

Do not infer that a tourist-facing venue or resort context is automatically eligible. Document the relevant category, location, content test, and legal review.

Winnings, winners, and media activity

Outside casino premises, do not publish information about a patron’s winnings or identify a winner. This restriction applies even when the story is framed as news, public relations, or social content.

Casino-related interviews and media releases are also controlled by the Regulations. Obtain prior approval unless the narrow impracticability process applies, then follow the required notification procedure. Escalate these items rather than treating them as ordinary corporate communications.

Required disclosures and controls

Singapore uses an approval-based regime rather than one universal statutory ad script. The GRA approval, the operator’s approved responsible-gambling programme, and the exact placement determine what must appear.

Content restrictions

Do not publish material that:

  • lacks prior GRA approval or a documented regulatory exception;
  • gives information about casino games, winnings, or winner frequency in a limited advertisement;
  • invites or induces people to gamble through a limited advertisement;
  • identifies a patron winner or publicises a patron’s winnings outside casino premises;
  • is false, misleading, or unsupported;
  • targets people under 21, excluded people, or audiences inconsistent with the approval;
  • presents gambling as a financial solution, social requirement, or way to recover losses; or
  • differs materially from the approved copy, design, language, channel, audience, or placement.

Responsible-gambling context

The GRA requires casino operators to maintain approved responsible-gambling programmes. Measures include pre-commitment facilities, employee training, player information, help services, and exclusion or visit-limit controls.

The National Council on Problem Gambling provides a confidential helpline and webchat daily from 8am to 11pm. The current published number is 1800-6-668-668. NCPG also provides information about self-exclusion, family exclusion, third-party exclusion, and visit limits. Link to the current NCPG service rather than copying changeable procedural detail into evergreen creative.
